You can wire money to Argentina without residency.

You cannot wire transfer money into Argentina without permanent residence -- residencia precaria does not apply. This is a rule set by the Central Bank and there are no banks -- not even Banco Nacion -- that will permit you to transfer money into your account. The banks are not even allowed to provide you with wire transfer information, such as SWIFT codes, without proof of permanent residency. It is true that in the past you could transfer money with the bank withholding 30% of the transfer for 1 year without interest -- this is no longer the case.
You cannot obtain cash advances on credit cards from any bank in Argentina; you can only get money from an ATM. The problem with the ATMs are that you pay a fee on both ends and the most you can withdraw at one time is 600 pesos (1,000 from a local bank) -- this equates to a cost of 5% to withdraw money plus exchange fees on top of that, which makes the cost more like 7%.
There are no easy solutions to this problem. Many people bring large amounts of undeclared cash with them, but this can have consequences if you are caught with more than $10,000. There are brokers that assist with money transfers for real estate deals, but they only handle large transactions and they are not easy to find (since they are not totally legal).
The best option is to open an account across the river in Uruguay, wire transfer money into an account there, and then bring the money from there into Argentina. It is important to note that incoming wire transfers must be from the same person as the receiver of the funds, which means you have to send the money to yourself -- if the money arrives from someone else, the bank will not approve the transfer and the money will be sent back.
