Learning Spanish in Buenos Aires
Although the University of Buenos Aires (la UBA) may have an antiquated and dilapidated infrastructure, their Spanish language course is by far the best (and cheapest) in the city. Having also studied at the University of Belgrano, I can say that UBA has a better organized and structured program. My wife and I studied at the University of Belgrano for almost a year -- having taken both intensive and regular courses in Spanish -- but we learned more in one class at UBA than three classes in Belgrano. We also found the inscription process at Belgrano tedious -- having had to provide more documentation and deal with unhelpful staff -- whereas the process at UBA was almost too easy.
You can find information on Spanish course on the UBA website at http://www.idiomas.filo.uba.ar/mapa/lab/espanol.htm (good luck finding this from their home page). They do testing over several days before classes start to determine what level you should start at -- classes fill-up fast, so you should arrive early on the first day.
